- This synopsis is posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce On Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Description. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to purchase, on a sole source basis in accord with FAR 6.302-1(b)(1), electronics effects testing services using Multiwave Frequency Oscillator (MFO) apparatus. NSWCDD sought through extensive market research and a publicized Request For Information (N00178-09-Q-3005) alternative RF technologies that could potentially be utilized in a non-lethal weapons program that focuses on disabling small boat attacks. Several unique technologies have been identified for testing. The MFO technology is one of those unique technologies selected. BAE Systems Land and Armaments, L.P is the company that proposed the technology. They possess the unique capability to provide the required testing services since they possess the apparatus, technology, and particular engineering knowledge to meet testing requirements. BAE Systems Land and Armaments, L.P is located at 4800 East River Road Minneapolis, MN 55421. NSWCDD requires testing of flexible and agile multi-frequency wideband wave sources. The following list summarizes the source outputs that shall be tested: a) MFO Frequency Spectrum - 1.0 to 5.5 GHz (down to ~ 100 MHz with wideband antenna). b) Source Peak Power - 70 MW single MFO or 100 MW two phased MFO's (not ERP). c) Pulsewidth - approximately 5 nanoseconds per MFO, with the option to radiate two MFO's serially in the time domain for a 10 nanosecond pulsewidth. d) Equivalent Antenna Voltage (1m) - approximately 200 kV for a single MFO depending on frequency and antenna used. e) Maximum pulse repetition rate - 500 Hz The antenna and waveforms shall generate RF effects directed toward outboard engines to test effects on engine operations. An electronics operator and test engineer are required to operate the test equipment and NSWCDD personnel will observe, capture, and analyze the resulting data. Contractor services shall include the following: 1) Provide source operator capable of setting up and running the effects source, generating the specific test waveforms and frequencies, and performing basic maintenance. 2) Provide a test engineer for initial field map and test facilitation. 3) Provide the High Power Microwave (HPM) system and the documentation on source configuration including: modular components, required connections (prime power, air lines, diagnostics, etc.), available test stands, or other test hardware as necessary. 4) Provide required power or connection cables of at least 30 meters in length. 5) Provide an eyelet or connection point on the source test stand for lifting connection in support of elevation and directional testing. Sources will be tilted forward and lifted by a crane or other portable lift. Testing shall commence on 9 August 2010 and shall be completed NLT 20 August 2010. All necessary equipment setup and test preparation shall be completed prior to 9 August 2010. The award shall be a firm fixed price purchase order and shall be executed under Federal Simplified Acquisition Procedures (FAR Part 13). In order to be eligible for award firms must be registered in the Central Contractor Registration (CCR) database. Vendors may obtain information on registration in the CCR on the Internet at http://www.ccr.gov. This synopsis notice is a Request for Quotation. NSWCDD will accept quotations from the sole source named above. Quotations from other responsible parties who want to submit quotations and explanations of their capabilities will also be considered. Questions or responses to this notice must be submitted via email to phillip.makely@navy.mil, must be received 6 July 2010, and must reference Quotation Number N00178-10-Q-3358. The award of this purchase is to be made under Simplified Acquisition (FAR Part 13). The Government will not issue a written solicitation as all items are specified in this notice.
