- NASA/JSC has a requirement for High Energy Proton Radiation Test Services andSupport.NASA/JSC intends to purchase the items from the Indiana University Cyclotron Facility(IUCF). IUCF is the only facility that can provide access to a high-energy proton beamfor testing that can meet the following requirements: - Proton beam energy of 200 MeV, degradable down to 30 MeV. - Variable beam spot size from 2 cm to 30 cm diameter. - Beam uniformity less than 30 % variability over area. - Flux rates selectable from 1+E2 to over 1+E11 protons/cm2/sec. - Effective beam current form 0.1 nanoamps up to 100 nanoamps.- Absolute dosimetry better than 10%. - Exposure durations from a few seconds upwards. - Test equipment storage availability.- Test stations that include associated test equipment to align the beam, control beamenergy and size along with a suite of instrumentation used to monitor the device undertest. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 13, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
