Description
Under the authority of FAR 6.302-1, the U.S. Nuclear Regulatory Commission (NRC) intends to award a contract to Hill Engineering, LLC to allow them to them to characterize the through thickness and near surface residual stress state in retired nuclear reactor components using a combination of contour and slitting fully destructive residual stress measurement methods. A combination of contour and slitting measurements are the only weld residual stress measurement techniques that can obtain information required by the NRC. The combination of contour and slitting measurements will (1) allow comparison to the results of an NRC previous program, Weld Residual Stress Program, which evaluated current destructive and non-destructive measurement techniques, and (2) allow a detailed study of weld residual stress variability and analysis of near surfaces weld residual stresses that is not achievable by using currently available other techniques. The title of this project is 'Contour-Slitting Residual Stress Measurements in Welds in Reactor Components.' Hill Engineering, LLC is an expert in the area of residual stress measurement in engineering components and offers the unique ability to offer services which include both contour method residual stress measurements and slitting method residual stress measurements. Contour method is a recently developed residual stress measurement method, protected by US patent 6,470,756 and held by the University of California since May 2006. Hill Engineering is the sole source for commercial contour method residual stress measurements. The estimated period of performance is four years from the date of the award. This notice is prepared under the authority of 41 U.S.C. 253(c)(1). This notice is not a request for quotation. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet NRC's needs. Detailed capabilities must be submitted to Meghan Blair via email at meghan.blair@nrc.gov no later than 4:00 PM, Eastern Standard Time, on July 9, 2010. No request for quotation document is available and telephonic requests will not be honored. Responses providing insufficient information for evaluation will not be considered. No contractual document will be awarded on the basis of offers received in response to this notice.
