- The U.S. Army Contracting Command (ACC) Joint Munitions and Lethality (JM&L)Contracting Center, Picatinny Arsenal, NJ 07806-5000 is conducting market research to locate companies interested in entering into Blanket Purchase Agreements (BPAs) with the U.S. Government. Interested sources should be capable of providing the U.S. Government with BAM friction tester replacement parts that shall conform to STANAG 4487 Edition 2 Explosives, Friction Sensitivity Tests, October 2009. The contractor shall provide all necessary tests and equipment in accordance with AOP-7 and STANAG 4487. The parts to be provided for will include, but not limited to, items to support the following tests: flammability, ignition, flash point, burn rate, self ignition, combustibility, pressure density, blasting caps, cap sensitivity, card gap, DDT, electrostatic discharge, external fire stack, external fire, friction sensitivity, impact sensitivity, thermal stability, time/pressure, vacuum thermal stability, velocity of detonation. However, in accordance with FAR 19.501 our intent is to establish BPAs with small businesses. In the event there are not enough responses from responsible, capable small businesses, then large business responses will be accepted. Companies are invited to indicate their interests and capabilities by providing specifications, brochures, information pertaining to experience on previous supply capabilities and any other specific and pertinent information as it pertains to this particular area of procurement that would enhance our evaluation of the information submitted. All information is to be submitted via email at no cost or obligation to the Government; information provided will not be returned. Responses shall also indicate the size of the business entity; large or small IAW FAR 19.102, and a copy of the most recent ORCA certifications. Please provide the name of your company, address, POC, phone/fax number and email address. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept written questions by email. Interested companies are encouraged to submit their capabilities/qualifications data not LATER than July 7, 2010. This is a Sources Sought/Market Survey Announcement and submission will be used for informational planning purposes only. A formal request for Proposal (RFP)/Request for Quote (RFQ) will not be issued by the Government upon expiration of this posting. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey.
