Description
THIS IS A NOTICE OF INTENT: The U.S. Broadcasting Board of Governors, International Broadcasting Bureau, (BBG/IBB) intends to award a contract to Powell Electrical Systems, Inc. Powell Service Division; (Powell) located at 12305 Kurland Drive, Houston, Texas 77034 in accordance with 41 USC 253 (c) (1), other than full and open competition pursuant to FAR 6.302-1(a) (2) (ii), 'only one responsible source and no other supplies or services will satisfy the governments requirements.' Powell is the only firm capable of meeting BBG's requirement to provide direct replacement circuit breakers for the following existing 1960s vintage General Electric circuit breakers located in Tinang: 1) Existing GE AM-4.16-250-7H, 1200A air magnetic breakers, 2) Existing GE AM-4.16-250-7H, 2000A air magnetic breakers, 3) Existing GE AM-13.8-500-5H, 1200A air magnetic breakers. The existing air magnetic breakers are not considered current technology and the direct replacement circuit breakers must use current technology such as vacuum interrupter circuit breakers. The direct replacement circuit breakers must be new factory designed and tested circuit breakers, designed to directly replace the existing air magnetic breakers. Used, remanufactured, or refurbished parts shall not be used. All new circuit breakers must be designed, constructed, and tested in accordance with all applicable US industry and government standards including ANSI C37.06. The direct replacement circuit breakers must fit into the existing switchgear cabinets without any modification of any kind including physical modification and control scheme modification. The direct replacement circuit breakers must be capable of roll-out old breaker and roll-in new breaker with a minimum of down time. Further the switchgear must retain the capability of accepting the old breakers on a back-up basis and with a minimum of down time.
