- The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement. However, the Government will consider all responses received within three days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Solicitation N0018910Q1730 applies and is estimated to be distributed on or about 7 June 2010. GTSI is considered the only supplier who can provide services required by the Navy Cyber Defense Operations Command (NCDOC) to sustain the capability and capacity of the system that supports the NCDOC mission, the Security Data Intelligence Platform (SDIP), and the Security Information and Event Management (SIEM) solution. Both the SDIP and the SIEM systems process and archive the Computer Network Defense (CND) Intrusion Detection Monitoring and Incident Tracking, and assist with trend analysis for Navy networks to include NMCI, ONENET, IT21 and BUMED. In addition to sustaining capacity and capability, GTSI will be required to migrate the operations of the NCDOC SDIS system from GTSI-provided equipment to government-owned equipment. In order to meet the sustained capacity and capability required by NCDOC, any other contractor would have to install, test, include training on, and have their system operational by the 1 Oct 2010 deadline with no compromise in the NCDOC mission.
