Description

Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, South Acquisitions Branch 2.Description of Action: This is a justification for other than full and open competition for the procurement of Medical Transcription Services from Ascott Transcription Service, Inc. for the Department of Veterans Affairs Alaska VA Healthcare System These services have been provided under contract VA463-C05189 which expires 6/30/10. VISN 20 has awarded a network wide Medical Transcription Services Contract. Per the Deputy Network Contract Manager, the new contract implementation phase is taking longer than anticipated. I intend to award a bridge Medical Transcription Services Purchase Order with the incumbent, Ascott Transcription Service, Inc., for a period of three (3) months effective 7/1/2010. 3.Description of Supplies or Services: The requirement is to provide medical dictation equipment, including management software/consoles for use by both VA and contractor medical transcription services for dictated reports. The dictation and subsequent transcription includes a high incidence of technical and medical terminology and knowledge of specialized medical vocabularies. Transcription services shall be performed every day of the calendar year (including weekends and holidays) 24 hours a day, and will be accessible to the VA within required Turn-Around-Times (TAT). 4.Statutory Authority: FAR 6.302-2; Unusual and Compelling Urgency Validity of Use of Statutory Authority: Medical Transcription Services is a important clinical service that can effect patient safety. All Medical Transcription Services for the Alaska VA Healthcare System would cease if we could not obtain this bridge contract. VISN 20 has awarded a network wide Medical Transcription Services Contract. Per the Deputy Network Contract Manager, the new contract implementation phase is taking longer than anticipated. The current bridge purchase order with Ascott Transcription Service, Inc. expires 6/30/2010. Due to clinical requirements and patient safety issues, the Alaska VA Healthcare System needs a bridge Medical Transcription Services Purchase Order to allow fvor the implementation phase of the new Network wide contract. It would not be possible to complete, award and implement a new transcription services purchase order in the 10 days remaining on the current contract. 5.Actions to Promote Competition: N/A; Unusual and Compelling Urgency 6.Determination of Fair and Reasonable Price: The anticipated price to the Government is $30,000. The prices quoted by Ascott for the three month continuation of transcription services purchase order are the same as the current bridge purchase order. The pricing is considered to be fair and reasonable. 7.Market Survey (FAR 10): N/A; Unusual and Compelling Urgency 8.Other Considerations: FAR 6.302-2(b)(2) states that "Delay in award of a contract would result in serious injury, financial or other, to the Government". Medical Transcription Services is a critical patient safety service. 9.Listing of Sources that expressed, in writing, an interest in the acquisition: None 10.Statement of Actions to Overcome Barriers to Competition: This purchase order contract will be temporary until the new network wide contract is implemented, at which time this purchase order will expire. 11.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. 12.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
