- The Haleakal National Park is in need of services to prepare the proper documentation and perform the required testing and disinfection in order to obtain certification from the State of Hawaii, Department of Health, Safe Drinking Water Branch for use of the Kipahulu well as a new public drinking water system. Contractor will conduct all required testing for contaminants listed in the table of "Contaminants to be tested in All New Sources of Drinking Water" including coliform and fecal coliform at a State of Hawaii approved laboratory facility, as well as any additional testing required by the Department of Health (see attached list of contaminants to be tested in all new sources of drinking water). Contractor will submit all engineering reports, topography reports, financial data and other pertinent documentation required by the State of Hawaii Department of Health in the manner requested by the Safe Drinking Water Branch in order for the Park to obtain clearance to utilize the Kipahulu well as a public drinking water system. The National Park Service requires a firm, fixed-price contract to perform testing and analysis services required for successful completion of the project named above. The NAICS code for this project is 221310 and the small business size standard is $7 million. SOLICITATION AND PERIOD OF PERFORMANCE DATES: The solicitation is issued today 23 June 2010 via, electronically on the Department of Interiors (DOI) National Business Center (NBC) web site at http://www.ideasec.nbc.gov. Paper copies of this solicitation WILL NOT BE MADE available. The Solicitation Number for this Request For Proposal (RFP) is N8294100004. Interested contractors desiring to conduct business with DOI are requested to register at the web site. Contractors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://www.ideasec.nbc.gov. Haney, email address is traudel_haney@nps.gov " CONTRACT STRUCTURE: The NPS The National Park Service, Hawaii Volcanoes National Park, (HAVO) has identified a requirement for a contract to obtain quality water certification per solicitation by means of a firm fixed price contract. Estimated cost is within the range of $50,000 TO $100,000. "EVALUATION FACTORS" provision in Section M, the successful Offeror for purposes of the award shall be the conforming, responsive, and responsible Offeror offering the best value to the Government for the contract. Failure to submit all required documentation in accordance with this solicitation shall be cause for rejection of the proposal. The Government will evaluate each proposal against a detailed set of evaluation criteria and will award based on the factors set forth below. Factors (a) past performance and (b) technical are of equal importance (c) price is a factor in the award process. Award selection will be based on the overall best value to the government after considering evaluation factors listed within Section "M". IMPORTANT NOTE: The successful Contractor must be registered at www.ccr.gov (Central Contractor Registry) in order for award to be made. The Government reserves the right to make award without further discussion. The Government reserves the right to cancel this solicitation.
