- INSTRUCTIONS TO CONTRACTORS AND EVALUATION CRITERIA STATEMENT OF WORK SOLICITATION FORM 1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is H92240-10-T-0031 and is being issued as a Request for Quotation (RFQ). The resulting contract will be firm fixed price (FFP). This is a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-41 effective 13 May 2010. North American Industrial Classification Code (NAICS) 611699 with a standard business size of $7.0 million applies to this procurement. This procurement is 100% Small Business Set-Aside. All responsible businesses may submit a proposal as a WORD document for consideration. Evaluation will be based on technical approach, past performance, and price. Technical approach and past performance are approximately equal to price in making the award determination. The importance of price as an evaluation factor will increase with the degree of equality of the proposals in relation to the remaining evaluation facts. Contractors must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 Alternate A in order to receive award. CCR information can can be obtained at the website: www.ccr.gov. Review all materials associated with solicitation number H92240-10-T-0031. Communication between interested vendors and government technical representatives is prohibited and may result in cancellation of the solicitation. Submit all inquires and quotations to Contract Specialist, Ms. Kristen Smith, via e-mail: kristen.smith@navsoc.socom.mil. All quotations must be received no later than closing date: July 14, 2010 12:00pm PST. No extensions will be granted.
