Description
Notice of Intent to Award a Sole Source Contract The Department of Labor (DOL) on behalf of White House Council on Automotive Communities and Workers, intends to award a sole source contract under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements", to the Center for Automotive Research, of Ann Arbor, MI. The requirement is to provide census service, of the fate and re-tasking of former auto facilities, and technical assistance. This action will result in a Labor Hour contract with fixed rates with an eight (8) month period of performance (August 01, 2010 through March 30, 2011). The Executive Order creating the Council, signed on June 23, 2009 by President Obama, charges the Council to: Help ensure that officials across the executive branch, including officials on existing committees or task forces addressing automotive issues, advance the President's agenda for automotive communities and support the Director of Recovery's coordination of Federal economic adjustment assistance activities. Such support may include the use of personnel, technical expertise, and available financial resources. It may be used to provide a coordinated Federal response to the needs of individual States, regions, municipalities, and communities adversely affected by auto industry changes. The White House Council on Automotive Communities and Workers Co-Chairs Larry Summers and Secretary Hilda Solis announced a federal framework to speed the cleanup of and redevelopment of shuttered auto facilities resulting from the GM bankruptcy. The framework will invest more than $800 million to put facilities back into productive use, creating jobs and economic growth in communities across the country. These funds will be allocated among over 90 sites located in 14 states across the country. When fully implemented, it will represent the largest environmental and economic development effort for former manufacturing sites in our nation's history. To facilitate and support this effort, the Council has identified a need to undertake an exhaustive census of the fate and re-tasking of former auto facilities to aid in planning and strategy by automotive communities in re-purposing closed auto facilities. Using information gathered from the census, the Council also desires a technical assistance guide for use by transitioning communities. The Center for Automotive Research is uniquely qualified to conduct this census and develop a technical assistance guide, using proprietary databases on the automotive industry, gleaning from long-standing industry connections and previous research, and deep historical and current knowledge of the U.S. automotive base. CAR staff has unique resources and capabilities to perform this census and develop the technical assistance guide to coincide with the ongoing bankruptcy proceedings for clean-up and repurposing of these auto facilities. This notice of intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals.
