Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number R10PS43025 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-41. This is a total small business set-aside under NAICS 541330 with an associated small business size standard of $4.5M. Rio Grande River Operations Modeling and Technical Support Tasks - Non-BO/BA Related Modeling Support 1.Policy Implementation - Implement findings in the recent Policy vs model representation of Policy review. Maintain accurate Policy representation in the models as Policy changes through time with appropriate changes to the Ruleset used with both the Water Operations and Planning modules of URGWOM. Maintain documentation through document links in the models. Suggest changes to the Ruleset based on knowledge of basin Policy and operations.2.Database Work - Support must be provided for facilitating movement to HDB as an alternative model input data source and model output data repository. Support must be also be provided for facilitating movement of ALBHDB data into the UCHDB2 common database. This work must be completed in close coordination with Reclamation and Reclamation contractors, and to a lesser degree with the URGWOM Technical Team and the U.S. Army Corps of Engineers that currently maintains the DSS files that contain model inputs. Support for the movement from dss data files to model and historic data storage in HDB (UCHDB2), with associated data source DMI changes is also required.3.Modeling Support - Assist Reclamation with forecast and planning model setup, and make forecast and/or planning model runs in support of AOP and/or future impacts analysis of proposed operations. Assist Reclamation with water operations modeling, including changes to the Operations model. Coordinate Operations model changes with water Accounting modeling. Adapt models to physical changes in the water operations system and/or increased/decreased data availability. Assist with the incorporation of ET Toolbox and other external model data for use in URGWOM. Implement new RiverWare? features, functions and methods beneficial to Reclamation modeling activities.4.Maintain model documentation through RiverWare? direct link to external documents feature in.doc or.pdf format. 5.Technical Team Meeting Participation - Monthly URGWOM Technical Team meetings must be attended to provide update presentations on completed work and coordinate tasks with the Team. Provide meeting notes.6.Regular communication with Reclamation COTR must be maintained to assure work products are necessary (priority) and timely.7.Provide training for Reclamation model operators to ensure effective and efficient modeling is performed.8.Equal monthly level of effort anticipated. Deliverables Manuals, reports, presentations, consultations, model improvements, hands-on manipulation of Reclamation IT systems under direct Reclamation supervision to effect necessary improvements and migration from dss to HDB, and ALBHDB to UCHDB2, using the latest Windows? version of RiverWare?, and related software, as needed to accomplish the Tasks above.Requirements To be successful, the contractor must possess the following qualifications: - The contractor needs to be knowledgeable of all the various issues in theRio Grande basin in regards to data, key processes that affect river flows, ESA requirements, Rio Grande Compact and San Juan-Chama Project accounts, operational policy, and all physical aspects of the river systems. - The contractor needs to be adept at coding and documenting RiverWare? rules and completing rulebased simulations, including hypothetical simulation and optimization with RiverWare?, and have extensive experience working with water operations management in RiverWare?. Specific experience working with the Upper Rio Grande Water Operations Model (URGWOM) is required, including having a keen understanding of aspects of current and future water operations modeling in RiverWare? that are specific for URGWOM water management (storage and delivery) of native and San Juan-Chama Project water, including ESA leased water and Rio Grande Compact restrictions. - The contractor must be able to provide the support needed as though he/she had worked on all these tasks previously, and had played an integral role in the initial analyses and development of existing documentation, and the contractor needs to be capable of performing as though he already has extensive experience working with the data, models, and unique methodologies to be used for these tasks putting the contractor in a position to complete this continued work much more efficiently than any other potential contractors, including knowledge of Reclamation IT systems and platforms used to perform internal model operation and data storage. - The successful contractor must be able to immediately be productive, as though he has already worked with stakeholders that have an interest in the work to be completed and is already knowledgeable of all the issues that must be considered to assure tasks are completed successfully in a timely fashion. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition. By the provision at 52.212-2, Evaluation-Commercial Items, technical capability of equipment and labor to meet the described government need, and price will be evaluated equally. It is advised that a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items be submitted along with the offer; the provision may also be completed online by accessing http://orca.bpn.gov. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies. No addenda are enclosed. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
