- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quote number is VA-263-RQ-0202. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-41 effective May 13, 2010. This is 100% set-aside for small business. The associated NAICS code is 561730 with a size standard of $7 Million. The contractor shall provide all labor, supervision, materials, equipment, tools and supplies necessary to provide Knoxville Campus Grounds Maintenance Services. See Performance Work Statement (Attachment 1). There are five line items, Line Item 0001, 13 jobs with a period of performance (PoP) of 1 Aug 10 - 30 Oct 10. Line Item 0002 (Option Period 1), 31 jobs, PoP 1 Apr 11 - 30 Oct 11. Line Item 0003 (Option Period 2), 31 jobs, PoP 1 Apr 12 - 30 Oct 12. Line Item 0004 (Option Period 3), 31 jobs, PoP 1 Apr 13 - 30 Oct 13. Line Item 0005 (Option Period 4), 31 jobs, PoP 1 Apr 14 - 30 Oct 14. The quantities and PoP are estimated and are dependent on the weather conditions of the appropriate year. The government will change quantities as required (see Attachment 2). The following applies to this acquisition: 52.212-1 and addendum; 52.212-2 (technical capability, past performance and price), 52.212-3 (offerors must complete this clause and return it with their offer); 52.212-4 and addendum; and 52.212-5 with the applicable clauses therein. See Attachment 3. Attachment 4 lists all additional solicitation and contract requirements, terms and conditions. Offerors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications (ORCA). All amendments will be posted electronically, no amendments will be mailed.
