Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA 98115 on a sole source basis with North Pacific Wildlife Consulting, LLC. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide for 10 days of charter ship time to survey for gray whales along the eastern coast of Kamchatka up to Cape Navarin, and the southern part of the Gulf of Anadyr. Photo ID and biopsy samples will be obtained from the ship or from an inflatable boat. This project will contribute data essential to a study of the population structure of eastern North Pacific gray whales. The study is designed with a goal of collecting 50 or more biopsy samples from gray whales with associated photographs. A minimum of 20 biopsy samples with photographs will be considered a significant contribution to the genetic study. The proposed contract will add additional charter days for the ship on work currently being conducted by North Pacific Wildlife Consulting along the east coast of Kamchatka in Russia to survey Steller sea lion rookeries and haulouts from a ship. With additional ship time, that survey can be extended to also sample eastern North Pacific gray whales in that region. Those samples can be genetically compared to existing samples from southern feeding areas, including Kodiak, AK, Vancouver Island, B.C. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately from date of award through Dec 31, 2010 with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only North Pacific Wildlife Consulting,LLC can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
