Description
Under the authority of FAR 6.302-1, in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Combat Feeding Directorate, intends to negotiate and award a contract to SAIC, located at 10260 Campus Point Dr., San Diego, CA 92121 to complete support to the Project Officer of the Armed Forces Recipe Service. The intent is to award 1 contract to procure on year of services on the basis of Other than Full and Open Competition. The purpose is to procure these services for transitioning AFRS recipes into word documents and loading them into the Common Food Management System database. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: Support Project Officer of the Armed Forces Recipe Service (AFRS) by transitioning 1,905+ AFRS recipes from MS Word documents into loading documents for the Common Food Management System (CFMS). Once loaded into CFMS the documents will be transitioned to an ORACLE database created by Natick IMD known as Stock Item and Nutrition Links Tool (SINLT) for the dual purpose of serving as a repository for the AFRS and also performing QA on the CFMS project. DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: Contractor has 3-1/2 years experience working for the AFRS as a data entry specialist and is familiar with the both the AFRS recipes and the recipe ingredients and nutrition codes. Contractor has a unique set of technical skills as an administrative assistant in medical office management; has formal training in food, food service, nutrition and dietetics. Contractor is an expert in MS Word, Excel, technical writing, and holds a 5 year Certification (2008-20 l3) as a Food Safety Manager by the National Restaurant Association, very necessary for this type of work. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: Task is unique to the Government and contractor can maintain the quality control of the CFMS loading documents by checking the accuracy of the recipe document information and coordinating the effort with the Nutrient database specialist who is providing the USDA Standard Release (SR) nutrition codes and Includes. Once the CFMS documents are manually loaded into CFMS, the contractor will transition the same documents into SINLT. Contractor is familiar with the operation and maintenance of the SINLT database and can maintain quality control for the recipes, nutrition codes and stock numbers. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: Natick and Defense Supply Center Philadelphia (DSCP), have an Interagency Agreement in place to load the AFRS recipes into the Common Food Management System (CFMS), a new food management system mandated by Defense Logistics Agency (DLA) that will be used to feed the Military Services. In the past year, aforementioned contractor has done an outstanding job in comparing the food ingredients listed in the AFRS recipes and matching these to nutrition codes. The Nutrient database specialist will be linking these food ingredients to stock numbers. Replacement of contractor will slow down the update process and could delay the Pilot date of CFMS. A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: Information received will only be considered for future acquisitions.
