Description
NAICS Code: 333314 NAICS Code: 333314. The US Environmental Protection Agency (EPA) Office of Acquisition Management (OAM) intends to award a sole source purchase order for the Office of Chemical Safety and Pollution Prevention (OCSPP) Office of Pesticide Programs (OPP) Biological andEconomic Analysis Division (BEAD) Microbiology Laboratory Branch (MLB) under the authority of FAR part 13.106-1(b)1 to Leica Microsystems, Inc. ("Leica") for a service agreement. The EPA requires a 1-year service agreement for a confocal microscope. The period of performance is August 13, 2010 through August 12, 2011. The MLB purchased a Leica TCS SP5 Spectal Confocal Microscope in May 2008. This purchase was made in order to examine the three-dimensional surfaces of biofilm structures and to verify the presence or absence of biofilm on various surfaces. Biofilm work is a homeland security initiative. The warranty period for the microscope has expired and a service contract is required to ensure this equipment is fully functional as needed. Leica is the manufacturer and sole distributor of the microscope. In addition, they are the sole provider of service and parts. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Leica is the only source for this service, which meets the Government?s requirements. Notwithstanding, any firm that believes it is capable of meeting EPA?s requirement as stated herein, may submit its capability by 8:00 AM ET on Wednesday, June 30, 2010, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
