Description
The Saint Lawrence Seaway Development Corporation intends to issue a Commercial Invitation For Bid (IFB) for Dry Dock and repairs to the Corporation-owned floating derrick Gatelifter/"GrasseRiver" and Tug/"Robinson Bay". The NAICS Code is 336611, Size Standard is 1,000 employees. There is a geographical restriction of 400 nautical miles from the vessel's homeport of Massena, New York. The Corporation intends to award a Firm Fixed Price contract to the offeror whose proposal represents the best value to the Corporation based on price and any other price related factors. Bid opening will be held on August 16, 2010 at 3:00 p.m. All responsive bids shall be considered by the St. Lawrence Seaway Development Corporation. The St. Lawrence Seaway intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The solicitation and drawings will be available on CD on or about July 12, 2010. Send requests to Teresa Helm at teresa.helm@dot.gov or Patricia White at patricia.white@dot.gov. The Gatelifter and the Tug will be delivered to the Contractor's approved drydock facility in September 2010. Work must be completed by October 18, 2010. If weather does not permit delivery during this month, the vessels will be delivered in May 2011. The scope of the acquisition will include but is not limited to Blast Cleaning and Painting, Removal and Inspection of Parts, and Ultrasonic Testing. The solicitation will contain all the required Line Item Nos. of required services in the specifications. This procurement is subject to the Small Business Competitiveness Demonstration Program and is open to both small and large business. Prospective offerors must be registered in the Central Contractor Registration (CCR) to be eligible for award. Attn: The Department of Transportation (DOT) Short Term Lending Program (STLP) offers financial assistance to eligible disadvantaged, Hubzone, or service disabled veteran owned businesses. Maximum line of credit is $750,000.00 with interest at the prime rate, as published in the Wall Street Journal, plus 2 points.
