- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command.The Naval Surface Warfare Center, Dahlgren Division intends to enter into a Cost-Plus-Fixed-Fee contract on a sole source basis with DTI Associates, Inc., 2920 S. Glebe Rd Ste 200, Arlington, VA 22206-2768. The purpose of this acquisition is to serve as a bridge contract to allow sufficient time to process a competitive requirement. The proposed procurement shall provide technical, systems engineering, test and analysis, and logistics support for various Navy, Marine Corps and Joint weapons and munitions programs including, but not limited to, Littoral Combat Ship (LCS), Precision Strike Package (PSP), Battle Management System (BMS), MK 15 PHALANX Close-In Weapons System (CIWS), Naval Surface Fire Support (NSFS), Minor, Medium and Large Caliber Ammunition, including the STANDARD Missile, Expeditionary Fighting Vehicle (EFV) (formerly Advanced Amphibious Assault Vehicle (AAAV)), AEGIS Ballistic Missile Defense (BMD)/Standard Missile-3, Electromagnetic Railgun System (EM), and Guidance Integrated Fuze (GIF).The procurement will include systems engineering support for weapon systems by providing detailed gun and weapons engineering studies and the development of plans and related documentation for Navy, Marine Corps, Coast Guard and/or Joint programs/systems; research and analyses to evaluate potential improvements in performance and effectiveness of current and proposed gun and missile weapon systems and associated ordnance systems; advanced technology and innovation research support for advanced technology efforts by assessing the risk, maturity, payoff, and suitability of new technologies and approaches; conducting studies and analyses to support development of advanced technologies which would facilitate weapons integration into various systems; conducting studies and analyses to support the development of Range Tables for gun systems; supporting the preparation, execution, and reporting of Electromagnetic (EM) demonstrations; and providing Solidworks and AutoCad drafting su! pport for Weapon Systems Development. The procurement will also include contractor participation in program concept exploration, program planning and control, configuration management, technical reviews, Integrated Product and Process Team (IPPT) participation or management, interface and program reviews with Original Equipment Manufacturers (OEM), performance analysis, test planning, and test reports; program meeting support by preparing meeting agendas, attending meetings and preparing minutes, documenting decisions, and tracking meeting action items; supporting various war rooms/planning centers; and providing Software Model Support, which includes providing configuration management for software models.
