Description: The Naval Systems Command Headquarters Division, Patuxent River, MD intends to award a Sole Source Indefinite Delivery Indefinited Quantity Time and Materials Purchase Order using Simplified Acquisition Procedures to Telephonics, 815 Broad Road, Farmingdale, NY 11735-3904 for engineering, integration, ground/flight test and engineering investigation support of the Aircraft Wireless Internal Communication System (AWICS) for use in various aircraft (HH-1N, HH-60H, MH-60S, CH-46E. CH-53D/E, MH-53E, MV-22B, UH-1Y, C-2A). The Air Combat Electronics Program Office (PMA 209) has a requirement to reduce the impediments of the aircrew and increase safety of flight, which can only be addressed by including wireless communication systems aboard Navy and Marine Corps rotary and fixed wing assault and logistic support aircraft. Without the replacement of the long-cord, we will continue to lose lives do to the inability to properly egress in emergencies. The AWICS TruLink is an ultra wideband wireless (UWB) intercom system (ICS) that provides low probability of intercept/low probability of detection (LPI/LPD) line of sight voice communication. Telephonics, Inc. is the Original Equipment Manufacturer of the AWICS TruLink and is the only source capable of providing engineering and integration of the AWICS TruLink wireless communication system. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by Federal Acquisition regulation (FAR 6.302-1, 'Only one responsible source and no other supplies or services satisfy agency requirement.'
