- RFQ for Engineering Phones The Federal Bureau of Investigation intends to negotiate a one-time, sole-source, firm-fixed price contract with ASCOM (US), INC under Request For Quote (RFQ) 037516. Market research has determined that the FBI's requirement can only be provided by ASCOM, INC., because they are the only known vendor that can provide an engineering cellular telephone with the ability to show exactly what a cellular telephone is seeing while searching and connecting to a network. However, interested parties may identify their interests and capability by responding to this requirement or submitting proposals to this office by 2:00pm, EDT, June 30, 2010 to the attention of Mr. John R.
