Description
SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FOR ACQUISITION OF LIQUID FUEL FILTER SEPARATOR I. The Defense Logistics Agency (DLA), Defense Supply Center Philadelphia (DSCP), Directorate of Construction and Equipment is the contracting activity. 2. The action being approved is the acquisition of supplies by means of other than full and open competition. 3. The following are the supplies to meet DLA's needs: Item Description: Filter-Separator, Liquid Fuel NSN: 4930-01-459-1367 Annual Estimated Quantity: 2,151 Number of Options: 4 4. The applicable statutory authority pennitting other than full and open competition is 10 U.S.C. 2304(C)(1), FAR !>aT! 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. 5. The nature of the acquisition requires the use of the cited authority because the Parker Hannifin liquid fuel filter-separator (part# 100FHOTC06) is the only filter that meets the minimum needs of the Government. This is the only known filter that is compatible with the Detroit Diesel Allison engine that powers the Heavy Expanded Mobility Tactical Trucks (HEMTT). This item prevents contaminants from getting into the minute holes of the fuel injectors as fuel is forced through at high pressure. It also prevents water from getting into the engine which could adversely affect the engine. There are other filters of this description that perfonn the same functions however they do not fit interchangeably on the Detroit Diesel Allison engine. The Parker Hannifin Liquid Fuel Filter Separator, is the original filter used on the Detroit Diesel Allison engine and the only one that can be used as a replacement. a. The technical data package required to complete this requirement is proprietary and therefore not available to the government. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION SOURCE SELECTION INFORMATION - SEE FAR 2.101 AND 3.104 FOR ACQUISIT. ION OF LIQUID FUEL FILTER SEPARATOR b. The technical data required to procure the subject item competitively is the property of Parker Hannifin and is not physically available to DSCP or the government's Master Engineering Data Assets Locator Systems (MEDALS). Historically the item has been provisioned and procured on a sole source basis due to the unavailability of sufficient technical data required to support competitive procurements. 6. The solicitation will be posted to DIBBS (DLA Internet Bid Board System) and synopsized in the FEDBIZOPS to provide an opportunity for others expressing interest in bidding. 7. The Contracting Officer anticipates that at the time of contract award, all costs to the government will be fair and reasonable. Price reasonableness will be based on a price analysis including a comparison of prior prices paid for the same item and evaluation of conunercial catalogs/published price lists or market prices of similar commercial items sold to the general public. 8. Market Research consisted of emaiiing two potential sources of supplyParker Hannifin and Oshkosh Trucking, the mallufacturer o/the HEMTT am/ a kuown supplier o/the Parker Hallllifill liquid fuel filter-separator. Parker Hannifin was the only finn expressing an interest in bidding. DSCP perfonned a Market Research Survey to all available sources capable of satisfying the government needs. Previous acquisitions were synopsized: however, the only offer received was that of Parker Hannifin Corporation the OEM. 9. There is no other infonnation to add to the sole source procurement justification. 10. No source other than Parker Hannifin Corporation has expressed all ffHti interest in this acquisition. It. Since this acquisition will be publicized, alternate sources may respond to the Request for Proposal. All alternate sources submitted will be reviewed and considered for future procurements and DSCP will continue to conduct appropriate market research to search for comparable items. 2 12.
