Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region Protected Resource Division located in Long Beach, CA 90802 on a sole source basis with University of California, Santa Cruz. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor shall assess the amount of suitable habitat and population size of the black abalone (Haliotis cracherodii), in the North Central region of California. The National Marine Fisheries Service listed the black abalone (Haliotis cracherodii) as an endangered species under the Federal Endangered Species Act (ESA) in January 2009. Proposed contract is for services to conduct a population and habitat survey for the black abalone in the North Central California (NCC) region, (NCC defined as the area between Año Nuevo and Point Arena). The contractor shall: 1.) Estimate the amount and quality of the habitat in the NCC region and 2.) Estimate population size of black abalone in the NCC region along the entire California coast between Point Conception and Point Arena by combining the results of proposed work with those for the Central Coast of California. Dr. Peter Raimondi of Center for Ocean Health, Department of Ecology and Evolutionary Biology at University of Santa Cruz and his research group are uniquely qualified and experienced to complete this project. Dr. Raimondi has monitored black abalone populations along Central Coast of California for the last seventeen years and has developed a model link habitat to black abalone population and habitat surveys in the Central California Coast region. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately from date of award through Sept 1, 2011 with no option periods. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only University of California, Santa Cruz can provide these services. However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
