TSL RDT&E Industry Day Registration Form TSL RDT&E Industry Day Instructions TSL RDT&E Small Business Set Aside Capability Questions TSL RDT&E SOW (small business set aside) TSL RDT&E SOW (unrestricted) THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. THIS IS A SYNOPSIS ONLY. The Department of Homeland Security (DHS) is seeking to acquire technical services to support research, engineering, and development (RE&D); developmental test and evaluation (DT&E); general engineering; laboratory operations; and supplemental laboratory and test range facilities in support of the Science and Technology (S&T) Transportation Security Laboratory (TSL), located at the William J. Hughes Technical Center Atlantic City International Airport in New Jersey. These mission critical services will support DHS national security efforts to counter current and emerging terrorist threats and criminal acts through research, development, and implementation of deterrent and detection technologies. The geographic scope of work is within the Continental United States (CONUS) with potential travel requirements for Outside Continental United States (OCONUS). However, the majority of the requirements are expected to be performed at TSL in New Jersey. The anticipated contract type is a Multiple Award Indefinite Delivery Indefinite Quantity (MA/IDIQ) with the capability to issue Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP), or hybrid task orders. The anticipated period of performance is five years, consisting of a one-year base period and four one-year option periods. The Government intends to conduct a full and open competition with a partial small business set aside for this acquisition. Market research is ongoing; therefore, the solicitation date is to be determined. However, draft Statements of Work (SOWs) for the unrestricted and small business set aside efforts are attached to this synopsis. Any questions or comments concerning this synopsis or the attached SOWs shall be submitted via email to the Contracting Officer and Contract Specialist identified below no later than 2:00 pm ET on Friday, 9 July 2010. The Government, at its discretion, reserves the right to address any questions or comments received after this date. To assess small business capabilities for the small business set aside effort, one-on-one sessions with interested small businesses are scheduled to be held at TSL on Friday, 23 July 2010, at 8:00am ET. Depending on the number of interested small businesses, an additional day for the one-on-one sessions may be established.
