Description
The Center for Disease Control and Prevention (CDC), Division of Reproductive Health intends to award under a sole source basis, a purchase order to Emory University Vaccine Center, Atlanta, GA. The purpose of this action is to secure the services of Emory University Vaccine Center's Immunology Core Laboratory to conduct laboratory tests. Specifically Emory University Vaccine Center shall perform an array of immunologic assays, including multi-parameter flow cytometry, functional assays such as ELISPOT and intracellular cytokine staining, and ELISA assays. Emory University shall deliver raw results of the assays in reports presented in the form of PDFs and Excel databases at regular intervals every 2 months. The immunologic assays are expected to take about 4-6 months to perform and another 4-6 months for analysis. The period of performance shall be for one (1) year, beginning with award of the contract through September 30, 2011. Award is scheduled for July 12, 2010. This acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. The Emory University Vaccine Center's Immunology Core Laboratory is the only available source with the required expertise to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on July 5, 2010. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of responses.
