Description
DESCRIPTION OF ACQUISITION 1. This acquisition will result in a firm-fixed price (FFP), two-phase design-build contract for construction. The contract will be procured using negotiated procedures, as it has been determined in accordance with FAR 6.401 to be the most appropriate method of contracting for the subject project. 2. The best value continuum source selection process to be used for this acquisition is the tradeoff analysis process as described in FAR 15.101-1. 3. Design and construct an Indoor Small Arms Range at Keesler Air Force Base, Biloxi, MS. Range shall consist of fourteen 50-meter firing lanes, a bullet trap, target lighting and handling system, Range Safety Officer booth, ammunition storage, weapons cleaning, and support spaces, classroom and administrative spaces, as well as bathrooms and supporting (mechanical/electrical/comm.) spaces. The range proper, RSO booth, cleaning, storage, and bullet trap areas combined will form a ballistic envelop designed to ensure no round fired, from any position in any direction, can escape. The exterior shall be architecturally compatible with the Keesler AFB Installation Appearance Plan. 4. There will be one CLIN, for the entire facility. 5. The project duration shall be 540 calendar days from award, including design and construction. 6. The magnitude of this project is between $4 million and $7 million. 7. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors and their relative importance in the solicitation, as outlined in Section III of this plan. 8. This acquisition will be solicited on an unrestricted basis with full and open competition as authorized in the approved acquisition plan.
