- This acquisition will for the provision of commercial non-personal services in support of the Resilience Training Research Office (RTRO) on behalf of the Walter Reed Army Institute of Research (WRAIR). The Division of Psychiatry and Neuroscience (DPN) at the WRAIR in Silver Spring, MD is seeking a Service-Disabled Veteran-Owned Small Business contractor to provide non-personal services contract support for product development and implementation of training related to Soldier and Family Behavioral Health issues. The successful offeror shall provide all of the non-personal services necessary for developing and transitioning resilience-based training programs to the Department of the Army (DA) and Department of Defense (DoD). Contractor duties shall include, but not limited to: 1) develop training products in coordination with WRAIR research staff; 2) coordinate with appropriate DoD and DA stake-holders to transition research-based training products to the broader DA and DoD communities; 3) conduct program evaluation of training products; 4) update training products; and 5) conduct train-the-trainer to ensure consistent delivery of training products. The successful offeror must also provide professional office space as part of the requirement. One contract shall be awarded on a Best Value basis to the offeror whose proposal is considered most advantageous to the government given its responsiveness to all aspects and requirements of the solicitation and considering price and other non-price related factors. A Cost Type contract is anticipated. Contract duration is expected to be a base year with four option years for a total of five years. The North American Industry Classification System (NAICS) code for this acquisition is 541720. The Proposal will be available for downloading at the USAMRAA web site: http://www.usamraa.army.mil/, Army Single Face to Industry website at https://acquisition.army.mil/asfi, on or about 7/15/10. No paper copies of the solicitation will be mailed and TELEPHONE REQUESTS WILL NOT BE HONORED. Contractors must be registered in the Central Contractor Registration (CCR) with the identified NAICS code stated, accessed via the Internet at http://www.ccr.gov. All offerors will be expected to have an acceptable accounting system as identified by the Defense Contract Audit Agency (DCAA). All responsible, responsive, and timely proposals will be considered for award.
