- THIS IS NOT A REQUEST FOR EITHER A QUOTE OR PROPOSAL. The intent of this pre-solicitation synopsis is to notify potential offerors of the Naval Facilities Engineering Command South-East (NAVFAC-SE) requirement for Refuse Collection and Disposal and Recyclable services at Naval Air Station Pensacola, NAS Whiting Field, Corry Station, Bronson Field and Saufley Field. The Contractor shall provide all labor, supervision, materials, supplies, incidental engineering, transportation, and equipment necessary to perform refuse and recyclable waste collections and disposal services at Naval Air Station Pensacola. Excluded from this function is collection and disposal of: (1) hazardous waste, (2) solids or dissolved materials in domestic sewage, (3) other pollutants in water resources such as silt and dissolved or suspended solids, and (4) infectious/medical waste. The Contractor shall dispose of commercial, industrial, special events, weather related base operations and community activity wastes collected in accordance with all applicable local, state, and federal laws and regulations. The North America Industrial Classification System (NAICS) Code is 56211 and the size standard is $12.5 million dollars. The proposed procurement is 100% set-aside for small business. The Government intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ), performance base contract with a base period of 12-months and four 12-month option periods. The total term of the contract, including all options, will not exceed 60 months. The RFP will be available in electronic formant only( Adobe Acrobat (.pdf)) and will be posted on the Navy Electronic Commerce Online (NECO) website on or about July 8, 2010. Estimated proposal due date shall be approximately 30 days after the RFP is posted. The website address is http://www.neco.navy.mil/. Notification of any updates or amendments to the solicitation will be posted on the website. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR UPDATES. The solicitation will utilize the following evaluation factors: Corporate Experience, Past Performance, Management, Technical Approach, and Safety. Award will be made to the offeror who provide the lowest priced, technically acceptable proposal. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The proposed procurement will be issued as a NAVFAC Electronic Support Contract with online ordering capability using DOD EMALL. Acceptance of Government Purchase Credit Card is required along with the purchase of DOD EMALL Encrypted software. All prospective contractors are required to be registered in the Central Contractor Registration (CCR) database. Failure to register in the CCR database will make an offer ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at http://www.ccr.gov. No copies, CD-ROM of the RFP, or other contract documents and will not accept any facsimile requests for copies. Notifications of any changes (amendments) will be via the internet. It will be the contractor's responsibility to check NECO website daily for amendments to the solicitation. NOTE: Contractors shall submit Annual Representations and Certifications via the Online Representation and Certification (ORCA). Prospective contractors shall submit Annual Representations and Certifications at http://orca.bpn.gov in conjunction with required registration in the CCR database (see FAR 4.1102)
