N00164-10-R-JN87 - WEAPON SHOT COUNTER (WSC) - FSG 13 - NAICS 332994Anticipated Issue Date: 28 JUN 2010 - Anticipated Closing Date 19 JUL 2010 - Time 2:00 PM EDST This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. AMENDMENT 0001 The purpose of the amendment is to re-align the anticipated solicitation date from 15 April 2010 to 28 June 2010 and a closing date from 15 May 2010 to 19 July 2010. Additionally, the maximum quantity/dollar threshold has changed from $12,000,000 to $5,000,000. Further clarification is required regarding the samples. The initial samples for award evaluation shall be referred to as Product Samples, and the samples to be evaluated after award shall be referred to as Test Samples. Product Samples will be required 30 days after the close of the solicitation. The following product / sample quantities will be required: Barrel Shot Counter - 6 EA; Upper Receiver Shot Counter - 6 EA; Lower Receiver Shot Counter - 6 EA; Data Collection Device - 1 EA. Offerors shall submit a Receiver WSC, Barrel Assembly WSC, and Trigger Module WSC calibrated for the SCAR-L and a Receiver WSC, Barrel Assembly WSC, and Trigger Module WSC calibrated for the SCAR-H. If an offeror does not have a working prototype that meets the SCAR requirement, they may submit a working M4A1 WSC with their written proposal instead of the SCAR WSC. Reference pertaining to ARO - After Receipt of Order shall be incorporated herein as: After Effective Date of Delivery Order. Pre-Solicitation Synopsis: The Government intends to procure Weapon Shot Counter for the Special Operations Forces Combat Assault Rifle (SCAR)/MK16/MK 17 rifle. These items have been determined to be a modified commercial item and are intended to fulfill a requirement for two primary benefits; these benefits provide overall weapon maintenance and the prevention of catastrophic weapon failures. The North American Industry Classification System (NAICS) Code for this procurement is 332994 and the size standard is 1000 employees. Naval Surface Warfare Center, Crane Division intends to enter into a Firm Fixed Price, IDIQ (5-year) type contract. This anticipated procurement will be conducted in a full and open competition basis, multiple contract awards could result from this solicitation. This requirement is for the following: CLIN 0001 - Barrel Shot Counter (BSC), CLIN 0002 - Upper Receiver Shot Counter (URSC), CLIN 0003 -- Lower Receiver Shot Counter (LRSC), CLIN 0004 - Data Collection Device). The Government intends to issue a solicitation on or about 15 April 2010. The contract type will be a Firm-Fixed price Indefinite Delivery/Indefinite Quantity (IDIQ). The minimum quantity/dollar threshold is $4,000.00 with a maximum quantity/dollar threshold of $12,000,000.00. The contract will be F.O.B. Destination. Delivery of test samples will be required 30 days after the close of the solicitation. Test samples will be due 180 days after contract(s) in accordance with the following: 180 days ARO, 10 WSCs and 2 DCDs, Low Rate Initial Production (LRIP) systems will be due 90 days ARO with 120 WSC systems, Full Rate Production (FRP) WSCs will be due 60 days ARO with 1,000 EA WSC due per month, until order is complete. Any subsequent delivery orders will order any combination of CLINs 0001 - 0004, within the minimum/maximum thresholds established within the delivery order restraints that will be established in the solicitation. A proposal which contains any pertinent information the Government should be made aware of and all relative pricing information is required by the closing date of solicitation. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet @ www.ccr.gov. The solicitation will be available on or about 15 April 2010 at the following address: http://www.crane.navy.mil/acquisition/homepage.htm. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO for amendments that may be issued to the solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed.
