Description
RECOVERY: The National Cancer Institute (NCI), Center for Cancer Research, Structural Biophysics Laboratory (SBL) and Laboratory of Biochemistry and Molecular Biology (LBMB), plans to procure two ultra-high field NMR spectrometers and one NMR spectrometer console - 850 MHz NMR spectrometer; 700 MHz NMR spectrometer and a 600 MHz NMR console. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334510 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Contractor Requirements: Contractor shall provide 1) one 850 MHz NMR Spectrometer; 2) one 700 MHz NMR Spectrometer. These two spectrometers shall consist of ultra-compact, shielded high field magnets, appropriate four-channel NMR consoles, one room-temperature triple resonance probe, and one cryogenic triple-resonance probe with enhanced sensitivity for C13 detection; and 3) one 600 MHz Spectrometer console which shall be used to upgrade the existing government owned equipment at the NCI. The instruments shall include the following minimum descriptions and specifications as these are vital aspects to the NCI. Additional specifications and salient characteristics will be stated in the solicitation/request for quotation. •The 850 MHz NMR spectrometer shall include an actively shielded, ultra-compact superconducting magnet with a field strength of 19.97 Tesla (nominal 850 MHz 1H frequency) and a helium refill time of greater than or equal to 50 days. The shielding technology should provide the smallest fringe field available from the offeror. All necessary equipment required to operate the magnet, including any pumping or monitoring equipment must be included. The room-temperature bore diameter of the magnet shall be nominally 54 mm. The non-spinning lineshape specifications on a 5-mm diameter sample tube for this magnet must be < 8 Hz and < 16 Hz as measured for the chloroform resonance at 0.55 and 0.11 % of the peak height of the chloroform resonance, respectively. The drift of the magnetic field shall be < 8 Hz per hour, as measured on a 1H resonance, averaged over a 24-hour period in unlocked mode of operation. •The 700 MHz NMR spectrometer shall include an actively shielded, ultra-compact superconducting magnet with a field strength of 16.4 Tesla (nominal 700 MHz 1H frequency) and a helium refill time of greater than or equal to 130 days. The shielding technology should provide the smallest fringe field available from the offeror. The room-temperature bore diameter of the magnet shall be nominally 54 mm. The non-spinning lineshape specifications on a 5-mm diameter sample tube for this magnet must be < 8 Hz and < 16 Hz as measured for the chloroform resonance at 0.55 and 0.11 % of the peak height of the chloroform resonance, respectively. The drift of the magnetic field shall be < 10 Hz per hour, as measured on a 1H resonance, averaged over a 24-hour period in unlocked mode of operation. •The 600 MHz Console is required to facilitate the uniformity of technology within the NCI Laboratory. The 600 MHz console shall replace the current 600 MHz spectrometer at the NCI. The existing console shall be installed on an older 500 MHz NMR instrument, thus updating that technology to a current system and enabling continued support of the spectrometer. Period of Performance shall be approximately: For the 1) 800 MHz NMR Spectrometer 8-9 months after award, installation shall be Frederick, Maryland; 2) 700 MHz NMR Spectrometer 7-8 months after award, installation shall be Bethesda, Maryland; and 3) 600 MHz NMR Spectrometer console 4-5 months after award, installation shall be Frederick, Maryland with relocation and installation of the replaced 600 MHz console in Bethesda, Maryland. Contractor shall be responsible for installation and training of all instruments
