Description
The Transportation Security Administration (TSA) intends to contract using other than full and open competition to ensure the continuity of operations of the support for the TSA Office of Human Capital, Performance Accountability and Standards System program (PASS). The PASS program is responsible for the performance management system for Transportation Security Officers, Lead Transportation Security Officers, Supervisory Transportation Security Officers, and Transportation Security Managers (collectively referred to as TSOs). PASS is strongly linked to TSA's long and short-term strategic plans, organizational goals, desired performance results, and TSO pay-for-performance initiatives. Further, the PASS program addresses the legal requirements of the Aviation and Transportation Security Act of 2001, Pub. L. 107-71, (Nov. 19, 2001) (ATSA) regarding annual proficiency reviews of all screening personnel. The annual proficiency review cycle for TSA is from October 1 through September 30. The requirements are for a fully functioning performance management system that is capable of receiving, storing, scoring, reporting and managing all PASS related data, with the ability to make system modifications as security threats or TSA requirements change. In addition, the contractor shall provide both Tier I and Tier II Help Desk support functionalities to include assisting with the end-of-year payout process for all PASS covered employees. The full period of performance for this requirement is a one year base period with a one year option period and a five month transition period. TSA has determined that it is in the best interest of the government to utilize existing contracts to meet its requirement of developing a new in-house PASS system. Although begun, the TSA has determined that a system functional requirement design will not be completed, nor will TSA be able to effectively transition payout information from the current PASS Online system into a new environment and have the user accounts, data transfer and reporting capabilities, and the overall system architecture in place prior to beginning of the FY11 performance period in October 2010. In addition, any new system may not have sufficient time to be developed, tested, and certified and accredited in time for the FY 12 performance period in October 2011. Therefore, TSA will not be able to perform the FY11 and possibly FY 12 annual proficiency reviews and payouts without violating the legislative mandate in ATSA unless the TSA extends the current contract (held by Accenture LLP) for the PASS Online system until a solution is developed, tested, certified and accredited for transtion from PASS Online. The current Accenture contract expires October 22, 2010. Accordingly, the TSA intends to award a contract to Accenture, LLP, 11951 Freedom Drive, Reston, VA 20190. Accenture currently provides TSA with a proprietary system called PASS Online. The full period of performance for this requirement is a one year base period with a one year option period and a five month transition period. This contract will address the requirements of TSA Office of Human Capital, Performance Accountability and Standards System program (PASS). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) calendar days of publication of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any proposal submitted in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
