Description
The Drug Enforcement Administration (DEA) has a requirement for one (1) datalink system and three (3)compatible handheld transmitter/receivers. The DEA anticipates that this requirement will be fulfilled by a sole source purchase order awarded to L-3 Communications under the authority of 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation 6.302-1. A solicitation will not be issued. The data link system shall be a broadband transmitter/receiver for applications such as video downlinks from airborne platforms to the ground. The system shall have the ability to communicate directly with the military and National Guard and must communicate directly with ground terminals used by these entities. It shall be capable of operating over four frequency bands (Ku, C, S, and L) and shall have digital encryption capabilties for each band, as opposed to analog. It shall also have multiple Department of Defense approved wave forms. Additionally, the three portable transmitter-receivers required shall be compatible with this datalink system and shall have the capability to simultaneoulsy transmit and receive data. The DEA has identified the Compact Multi-Band Data Link System and Rover 5i transmitter/receiver, both developed by L-3 Communications (L-3), as the sole data link system and transmitter/receiver capable of meeting the requirements set forth. Any respon! sible source, however, may submit a capability statement, proposal, or quotation if it -- in good faith -- determines it produces or distributes a datalink system and compatible transmitter/receiver that meets DEA's requirement. All communications concerning this announcement must be in writing and be received by 2:00 p.m. Eastern time, not later than 30 days after the publication date of this notice.
