- STATEMENT OF WORK RFQ NOTE 22 APPLIES: The Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA), intends to enter into a contract with Snapfinger Creek Mitigation Bank for the purchase of wetland mitigation credits. This project is located at Bond Swamp National Wildlife Refuge in Twiggs County, Georgia. The work that will be done on Stone Creek Access Road includes two low water crossings that impact approximately 0.43 acres of wetland. US Fish and Wildlife personnel performed a wetland delineation and provided a report which was submitted to the US Army Corps of Engineers (USACE) in the required permit package. The USACE has granted a permit for the project to impact the wetlands which includes the requirement of the purchase of 3.9 wetland mitigation credits in an USACE approved wetland mitigation bank within the same watershed as the project. The number of mitigation credits required is determined by the use of a USACE worksheet that quantifies the impacts to determine the number of credits necessary. Snapfinger Creek Mitigation Bank is the only known bank with credits available within the watershed. The USACE requires that permitees get approval of the mitigation bank from which they propose to purchase the credits. The USACE has approved the purchase of credits from Snapfinger Creek Mitigation Bank.
