Description
The U.S. Department of Transportation (DOT) Federal Motor Carrier Safety Administration (FMCSA), Office of Acquisition Management (OAM) intends to negotiate on a sole source basis with the National Transportation Research Center, Inc., (NTRCI). This is not a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: •(1) Nature and/or description of the action being approved: This action is to modify its current contract and increase the contract ceiling in the amount of $125,000.00 •(2) A description of the supplies or services required to meet the agency's needs. The contractor currently provides technical support services for the FMCSA's Wireless Roadside Inspection (WRI) Project Phase II and Wireless Roadside Inspection Pilot Testing Activities •(3) IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETION: This action is being processed in accordance with 41 U.S.C. 253(c) (3) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. •(4) A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited : The NTRCI is a nonprofit organization and is an expert in the field of conducting testing and evaluation of advanced commercial vehicle safety and compliance assurance systems. The contract was awarded September 29, 2008 with a three year period of performance. The requirements under the current contract include the associated development of system requirements; functional specifications; and documenting WRI Phase II in a final report. The NTRCI's activities in this project are over 66 percent completed. Remaining work to be completed includes the updating of the pre-pilot test system requirements, interacting and coordinating with the partners executing and evaluating three separate, but related pilot tests, and documenting all of the pilot test findings in a final Phase II report. The pilot tests' partners include: the University of Tennessee, the Oak Ridge National Laboratory, the U.S. Department of Transportation's Research and Innovative Technology Administration's Volpe National Transportation Systems Center, and the States of Tennessee, Kentucky, and New York. The NTRCI's serves as the coordinator and is responsible for the management and documenting the technical findings from the separate pilot tests and government back office prototype. Interested parties who believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, all responses must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement.
