- This Sources Sought Notice (SS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Army Corps of Engineers (USACE). The purpose of this SS is to identify all technically qualified Small Business categories that are interested in and capable of performing the work described herein. The USACE does not intend to award a contract on the basis of the responses nor otherwise pay for the preparation of any information submitted. As a result of this SS, the USACE may issue a Request for Proposal (RFP). Should such a requirement materialize, no basis for claims against USACE shall arise as a result of a response to this SS or USACEs use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. USACE is seeking capability statements from all eligible small business concerns under the North American Industry Classification System (NAICS) code 238160, with a size standard of $14.0 Million per anum. The capacity of this requirement may include the following locations: Arkansas County, Arkansas; Benton County, AR; Cleburne County, AR; Faulkner County, AR; Franklin County, AR; Howard County, AR; Jefferson County, AR; Little River County, AR; Pope County, AR; Sevier County, AR; Yell, County, AR; Taney County, MO; Wayne County, MO. All eligible small business concerns responding to this SS shall demonstrate their capability to perform the following work: "Provide roof replacement at various Corps Project facilities. Roofs to be replaced consist of existing gravel surfaced built-up roofing membranes, shingle roofs, EPDM roof membranes and /or TPO roof membranes on rigid insulation and /or composite board insulation on wood, concrete, or metal decking. "The new roofs are desired to be standing seam metal roofing membrane or replacement in kind. "Depending on the facility roof being replaced, the services to be provided may include design of the replacement roof membrane including framing or retrofit framing members and other structural supports, insulation, vapor barrier, flashing, fascia, soffits, downspouts, gutters, masonry wall extensions, metal walls, soffits, pre-cast copings, miscellaneous metal trim, etc. "The offeror shall abide with all local, state, and federal regulations governing removal, disposal, and replacement of building components. "If the services require design services, the design shall be submitted in 3 phases Preliminary, 35 50%, and Final Construction Documents for approval by District Corps Employees. " Relocation of existing mechanical equipment and electrical items may be necessary to accommodate the roof replacement project. "Design professionals that may be required include: Structural, Mechanical, Electrical, Civil, and Architect. "Estimated individual roofing project may vary from $20,000, to $250,000. Interested, qualified small business firms should submit a tailored capability statement for this requirement, not to exceed ten single-sided pages, presented in single-space and using a 12-point font that clearly details their capability to perform the aspects of the notice described above. All proprietary information should be marked as such. Capability statements must specify the small business type (i.e. 8(a), Historically Underutilized Business Zone Small Businesses (HUBZone), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB)) and size under the eligible small business concerns name and address on the first page of the document. All capability statements sent in response to this SS must be submitted electronically (via e-mail) to Velma J. Jones, Contract Specialist, at velma.j.jones@usace.army.mil in MS Word or Adobe Format (PDF) no later than Friday, July 9, 2010, 2:00 PM
