This project was previously awarded as a sole sole award in FY08 under the 8(a) Program in coordination with the Small Business Administration (SBA). The Small Business Administration under CFR 124.504(e)(ii) wiill not release this project for procurement under the Small Business Competitveness Demonstration Program. As a result this solicitation will be awarded as a sole source procurement under the 8(a) program in accordance with FAR 19.8.
