- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VAPSHCS. 2. Description of Action: This is a request for other than full and open competition for the procurement of a Dermatome set manufactured by Zimmer. 3. Description of Supplies or Services: Zimmer Electric Dermatome Set includes: Handpiece-4 width plates-power supply-autoclave tray-screwdriver. 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( x) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: Other vendors were considered and this is the only one that works, educated on and cross service compatible. This is to replace exsiting equipment that was taken out of service. 6. Actions to Promote Competition: Potential vendors will be contacted for verbal quotes. 7. Determination of Fair and Reasonable Price: In accordance with FAR 13.106-3(a)(2), price will be determined fair and reasonable with a previous contract award of the dermatome set. 8. Market Survey (FAR 7.102): The Mandatory Federal Supply Schedules lists at least two other vendors who might be able to participate. The vendors are: Advanced Surgical Services V797P-4008B and Princeton Medical Group, Inc. V797P-4117B. 9. Other Considerations: All staff in the operating room and in sterile processing have been trained and are confident with the use of the Zimmer equipment. To bring in another product from another company would affect patient care and delay their surgical case. 10. Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
