Description
AMERICAN RECOVERY AND REINVESTMENT ACT PROJECT The U.S. Fish and Wildlife Service, Region 1 office in Portland, Oregon has a requirement for supplying all the labor, transportation, equipment, materials and supplies necessary to perform periodic construction inspection for a wide variety of construction projects associated with the American Recovery and Reinvestment Act (ARRA). Projects are located at National Wildlife Refuges and National Fish Hatcheries in Regions 1 and 8. Region 1 includes Oregon, Washington, Idaho and the Pacific Islands. Region 8 includes California and Nevada. Construction will begin no later than June 30, 2010 with an estimated Period of Performance of 365 calendar days from issuance of notice to proceed. This acquisition is being advertised as FULL AND OPEN COMPETITION. The primary North American Industry Classification System (NAICS) code is 541350, Building Inspection Services with a size standard of $7.0 million. The proposed commercial, firm fixed price contract, will be awarded based upon price and technical qualifications. Technical qualifications are considered to be significantly more important than price. The ten lowest cost offers received will initially be evaluated. If none of these initial ten offers are determined to be technically qualified, the next lowest cost ten offers would be evaluated, and so on, until an award decision is reached. Technical qualifications for inspector are clarified in the statement of work as follows INSPECTOR QUALIFICATIONS A.Minimum three years of construction inspection experience with a thorough working knowledge of the construction trades, equipment, methods, and codes, in particular, excavation and embankment for roads and buildings, road paving, cast in place concrete placement, utility trenching and backfilling, concrete masonry construction, wood frame construction and metal building construction, residential and commercial plumbing and electrical wiring. The Inspector must have experience pertinent to construction trade work, construction inspection, construction contract administration, and/or technical engineering skills. B.Work history indicating successful performance as an Inspector or similar duties on public works construction projects, individually valued at $50,000 or more, during the past 3 years. C.Working knowledge of Title 29 CFR 1910 OSHA Occupational Safety and Health Regulations, and/or CFR 1926 OSHA Safety and Health Regulations for Construction to be able to recognize and intervene promptly to stop any portion of work where the work environment or work methods pose an imminent risk of serious injury or death. Provide certificates of training, including OSHA construction safety standards and administrative construction inspector training pertinent to construction contracts within the past 3 years. D.Demonstrated ability to communicate effectively: read and understand technical specification and construction drawings; write well-organized construction reports (diaries) preferably typed, that are legible and easily understood; and have a working knowledge of the roles of the Construction Contractor, independent third party sampling and testing firm, Contracting Officer, COR, and/or Inspector on public work construction contracts. E.The Inspector shall be physically agile and shall certify by submitting a simple written statement indicating: 1.Valid driver's license and ability to drive safely to, from, and on the work site. 2.Ability to walk over rough terrain, climb ladders, work on elevated surfaces and maneuver through encumbered work spaces. 3.Does not have any medical condition that would make it unsafe to work around heavy equipment. F.Qualifications shall be submitted for a minimum of five inspectors. The intent will be to award one contract with multiple inspectors. The proposed procurement listed herein is not set aside for small business. All responsible sources may submit an offer. Offers from Hub Zone small business concerns will receive a price evaluation preference per FAR 19.13. FAR Clause 52.219-4 Notice of Price Evaluation Preference for Hub Zone Small Business Concerns shall apply. CAUTION: This solicitation will be issued electronically as will any amendments thereto.
