Description
Draft Statement of Objectives AG-0116-SS-10-0080. This is a sources-sought synopsis for the purpose of market research. This is not a pre-solicitation notice or a request for proposals. The Forest Service contemplates a need for an Environmental Impact Statement (EIS) for the Big Thorne project on Southeast Alaska's Prince of Wales Island. In a letter to Chief of the Forest Service dated September 17, 2008, the Under Secretary of Agriculture for Natural Resources and Environment directed the Forest Service to develop a number of ten-year timber sale offerings, each with the capability of providing an average annual harvest of 15 to 20 MMBF per year for 10 years. The Chief's reply to the Under Secretary identified five areas that could meet the requirements for a ten-year timber sale; Prince of Wales Island was among those areas listed. A purpose of this sources-sought synopsis is to determine if the needed EIS can be prepared by a contractor. In such a case, the contractor will lead and provide the complete solution to prepare and produce a draft and final EIS (and all work needed to arrive at a draft and final EIS including scoping and development of alternatives) so that the Tongass National Forest Supervisor can make a decision regarding the Big Thorne project. The contractor's efforts will include reviews of existing data, creating resource reports, managing public involvement and comments, identifying issues and alternatives that address issues, analysis by alternatives and comparison of alternatives, preparation and publishing of a draft EIS, and preparation and publishing of a final EIS. No fieldwork will be expected of contractor. The Forest Service has developed a draft Statement of Objectives, which is attached to this sources-sought synopsis. The Forest Service contemplates using the procedures of FAR Subpart 8.4 (Federal Supply Schedules) to invite proposals from Schedule 899-1 vendors for a firm-fixed-price task order award during the current 2010 fiscal year. A purpose of this sources-sought synopsis is to invite feedback from industry on the draft Statement of Objectives and on all aspects of the proposed acquisition approach for the purpose of helping the Forest Service obtain the needed services and deliverables in the most effective and efficient manner. Interested parties are invited to provide any comments or recommendations that might be helpful in the preparation and conduct of this acquisition, and responses will be sincerely appreciated. The contracting officer is not limiting inputs to certain narrow questions but is inviting input on all matters of this acquisition.
