Description
The U.S. Army, Army Contracting Command, Joint Munitions and Lethality Contracting Center, Pictinny Arsenal, NJ on behalf of the Research, Development and Engineering Command (RDECOM,) Armaments Research, Development and Engineering Center (ARDEC,) Munitions System & Technology Directorate (MS&TD,) Maneuver Support Division (MSD,) Area Denial Munitions & Countermine (ADM&CM) Branch, intends to issue a new Sole Source follow-on effort required for further development, demonstration, and assessment of the Specialized Compact Automated Mechanical-Clearance Platform (SCAMP) system. The anticipated action will leverage the neutralization technology research development performed under the SCAMP Prototyping and Evaluation effort, Contract # W15QKN-09-C-0052, for development and demonstration of Countermine and remaining neutralization technology. The objective is to identify and evaluate technical approaches that would allow these capabilities to be deployed on a host vehicle platform that is logistically much easier to support and that can be deployed in larger numbers due to lower cost and smaller footprint. The specific technology gap being addressed is the need for more effective neutralization capabilities on a host vehicle platform where Size, Weight, and Power (SWaP) are highly constrained. It is anticipated that the Government will issue a one (1) year, Firm-Fixed Price contract for this acquisition with an estimated maximum contract value of $2.54M. The U.S. Army intends to satisfy this requirement utilizing the authority of 10 U.S.C. 2304 (c)(1), Only One Responsible Source No Other Supplies or Services Will Satisfy Agency Requirements as implemented by FAR 6.302-1(a)(2)(ii)(A) and (B), substantial duplication of costs and unacceptable delay. It is anticipated that this solicitation will be posted on the U.S. Army JM&L, LCMC Procurement Network website located http://procnet.pica.army.mil and http://www.fbo.gov/ on or about 19 July 2010. Please note this notice does not constitute a Request for Proposal (RFP).
