Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is H92242-10-T-0011. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-27, dated 17 Oct 2008 and DFARS Change Notice 20081020. The DPAS Rating for this solicitation is DO. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 441222 the Small Business Standard is $6.5 mil. The Naval Special Warfare Group 4 (Special Boat Team Twenty ) requests responses from qualified sources capable of providing Bareboat Charter Vessels for training evolutions for the following CLIN 0001 : Provide Bare Boat Charter Vessel (30 ' Wellcraft or equal) from 20 Jul 2010 to 21 Jul 2010 ( 2 days ) CLIN 0002: Provide Bare Boat Charter Vessel (41' Sea Ray or equal) for the period 20 Jul 2010 through 21 Jul 2010 (2 days ). CLIN 0003 Provide Bare Boat Charter Vessel (53' Carver or equal) for the period 22 Jul 2010 to 23 Jul 2010 (2 days) CLIN 0004: Provide Bare Boat Charter Vessel (30' Wellcraft or equal) for the period 24 Aug 2010 to 31 Aug 2010 (8 days ). CLIN 0005: Provide Bare Boat Charter Vessel (41 ' Silverton or equal) for the period 24 Aug 2010 to 31 Aug 2010 (8 days). CLIN 0007: Provide Bare Boat Charter Vessel (30' Wellcraft or equal) for the period 21 Sep 2010 to 24 Sep 2010 (4 days). Clin 0007: Provide Bare Boat Charter Vessel (39' Silverton or equal) for the period 21 Sep 2010 to 24 Sep 2010 (4 days). Charters shall be performed in accordance with the attached statement of work The following FAR provisions and clauses are applicable to this procurement: 52.212-1 (Jun 2008), Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I (Jun 2008), Offeror Representations and Certifications. Certification and Representations shall be submitted via ORCA website at https://orca.bpn.gov/publicsearch.aspx Commercial Items; 52.204-7 Central Contractor Registration (Apr 2008), 52.212-4 Contract Terms and Conditions - Commercial Items (Oct 2008), 52.212-5 (Dev), Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Oct 2008). Additional contract terms and conditions applicable to this procurement are: 252.212-7000 Offeror representations and certifications - Commercial Items(Jun 2005) Certification and Representation shall be submitted separately from the quote and 252.212-7001 Contract Terms and conditions required to implement statutes or Executive Orders applicable to Defense Acquisitions of Commercial Items (Apr 2007) (DEVIATION), 252.204-7004 Alt A Central Contractor Registration (52.204-7) Alternate A (Sep 2007), and 252.243-7001 Pricing of Contract Modifications (Dec 1991). Quoters shall include the quoter's price for each part listed in this synopsis. All clauses will be incorporated by reference in the order. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provide the lowest cost to the Government. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 1300 hours (Eastern Standard Time) on 13 Jul 10. All questions shall be sent to the Contracting Officer, Ruby Phillips, at (757) 763-4432 or email ruby.phillips@nsweast.socom.mill STATEMENT OF WORK Bare Boat Charter Services •1.0 Project Overview: •1.1 Provide Bare Boat Vessel Chartering Services for Special Boat Team TWENTY (SBT-20) training evolutions. •1.2 The contractor shall conduct the necessary measures to provide a clean, mechanically and electrically sound vessel to support training evolutions. •2.0 Detailed Description of the Work to be performed: •2.1 Task Description: Provide 16 days, 24 hours of bare boat chartering services for SBT-20 in support of Master Mariner training evolutions. Vessels to be available for pick-up approximately 8:00AM and shall be returned approximately 4:00PM with a full tank of fuel. Required charter vessels and dates identified below: a) 20-21 JUL 2010; vendor shall be required to have two vessels available for training, equal to the following: a. 30' WellCraft b. 41' SeaRay b)22-23 JUL 2010; vendor shall be required to have one vessel available for training, equal to the following: a. 53' Carver c) 24-31 AUG 2010; vendor shall be required to have two vessels available for training, equal to the following: a. 30' WellCraft b. 39' Silverton d) 21-24 SEP 2010; vendor shall be required to have two vessels available for training, equal to the following: a. 30' WellCraft b. 39' Silverton Vessels shall be located in the local Virginia Beach/Hampton area. 2.2 Vessel Inspection (check-in/check-out) shall be performed to include Government and Contractor visually inspecting and agreeing on condition of the Vessel before lease to begin. The Government will return the vessel in equal condition as it was received from the vendor, to include normal wear and tear. 2.3 Licensed Boat Captain services to be available, if required to review and/or train Government Official to operate as a Boat Captain during the lease period. If the Government has a licensed Boat Captain training on this lease, these services will not be required. 2.4 Place of Performance: Work shall be performed within 200 nautical miles from place of rental, to include, but not limited to: inter coastal waterways, Chesapeake Bay, and the Atlantic Ocean. 2.5 Contractor Furnished Material: Contractor shall ensure that the vessel meets United States Coast Guard (USCG) Regulations and outfitted with the all USCG required boating safety equipment, to include Global Positioning Unit. 3.0 Government Furnished Equipment: SBT-20 will provide personnel and any equipment outside USCG Safety Regulations. 3.1 Hazardous Material Use, Handling, or Disposal: The Contractor shall comply with all federal, state, and local (where the work is performed) laws regarding the use, handling, or disposal of hazardous materials (petroleum products, paints, coatings, etc.) required under this order. 4.0 Period of Performance: July 20 - Sept 24, 2010. 5.0 Points of Contact: CW02 Kris Carini, 757-763-4340 kristian.carini@nsweast.socom.mil LT Krysten J.
