Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to either site to access information posted by the Naval Sea Systems Command. This is a modification of a previous synopsis issued on January 14, 2010 under Solicitation No. N0002410NR93032 which is being issued to correct the NAICS Code from 541330, Engineering Services to 336611, Shipbuilding and Repairing. The Naval Sea Systems Command intends to issue, on a sole source basis, a request for proposal to Northrop Grumman Ship Building, Inc. (NGSB), P.O. Box 149, Pascagoula, MS 39568-0149, for Integrated Planning Yard (IPY) Services to support CG 47 class ships. Additionally, NGSB will meet any planning yard requirement necessary on the decommissioned DD 963 class ships due to FMS sale/transfer or use by other shipbuilding programs. IPY efforts for CG 47 and DD 963 Class ships include but are not limited to the following types of Class Integrated Planning Yard (IPY) support: Fleet Modernization Program planning; Ship Change planning, development and installation; Operating Cycle Integration Program Management; WIP Engineering; Type Commander Support; Mobile Assist Teams; Rotatable Equipment Pools; SCLSIS support and CDM; Research Engineering and Modeling; Provisioned Items Order (PIO) and other IPY Material Support; Provisioning Technical Documentation (PTD); Designated TMMA Support; JEDMICS/ NSEDR system input and data management; SSLCM support including assisting the SSLCM Activity; interface and coordinat! ion with Regional Maintenance Centers for availability work and test packages; other logistics and executing activity coordination; management of all related class SSRD; Hull Mechanical and Electrical Engineering Standardization efforts; and, DMS/MS identification, tracking and resolution support. As the lead-ship designer and builder, NGSB, has the requisite familiarity and knowledge of CG 47 and DD 963 configuration as well as a detailed understanding of the construction techniques and practices used to build these ships. The resultant contract will be for one year with options for up to four additional years. Companies interested in subcontracting opportunities should contact NGSB directly. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Any such interest must be received no later than the date set for receipt of 15 JULY 2010. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
