- The National Park Service has a requirement for the construction of improvements to the Munson Sewer System at Crater Lake National Park, Klamath County, Oregon. The work of the project requires the Contractor to provide all labor, supervision, materials, equipment, and expertise as needed for the construction of a new sewage grinder facility at the location indicated on the approved plan set, and modification of Pond #2 of the Munson Waste Water Treatment Plant, which includes removal of sludge, deepening of the pond, modifications to inlet and outlet structures and installation of a liner per the approved plan set. The grinder facility construction work includes import fill, grinder vault, sewage grinder, connection to existing sewer system, electrical improvements, and restoration of construction site. The Pond #2 modification consists of work for the installation of a HDPE liner and modifications to inlet and outlet structures as indicated within the approved plans. The work associated to the installation of the HDPE liner includes dewatering of the pond removal and disposal of sludge, deepening and regarding of the pond, modifications to inlet structures as required due to deepening of the pond, modifications to the outlet structures, installation of a HDPE liner and its associated improvements, and restoration of construction site. Appropriate work shall be performed according to Oregon Department of Environmental Quality (DEQ) guidelines for bio-solids drying/handling/disposal procedures, and any National Pollutant Discharge Elimination System (NPDES) storm water pollution prevention measures. The project range is estimated to be between $250,000 and $500,000. All work will be performed under a single, fixed price contract. Award selection will be based on a Best Value determination made after consideration of price and factors other than price (previous experience, past performance, etc) as outlined in the solicitation. The Request for Proposal (RFP) will be available via electronic commerce only and may be accessed on/about July 16, 2010 at either http://www.fbo.gov or directly through the DOI National Business Center website at http://ideasec.nbc.gov. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. This acquisition is 100% set-aside for qualified Historically Underutilized Business Zone (HUBZone) small business concerns. All responsible sources may submit a proposal which, if timely received, will be considered. The NAICS code is 221320 and the small business size standard is $7.0 million.
