Description
The U.S. Fish and Wildlife Service, Contracting and General Services Office (CGS) in Portland, Oregon has a requirement via the Pacific Islands Fish and Wildlife Office (PIFWO) for vessel charter service. PIFWO seeks a small vessel capable of multiple days of open ocean travel to support fieldwork on Nihoa Islandl for a planned trip in September, 2010, and for one or two trips each year in 2011-2014, pending adequate contractor performance and availability of additional funds. The vessel will carry from three to eight USFWS personnel, project scientists, native Hawaiian cultural practitioners, and/or other project partners from Honolulu to Nihoa; land personnel and gear on Nihoa for field camps lasting from several days to several weeks; extract personnel and gear from the island; and provide transport back to Honolulu. On occasion, we may have personnel in addition to our field team - project donors, photographers, and/or visiting scientists - accompany us on Nihoa trips. Because of the limited capacity of the island to accommodate camping, additional personnel may require berthing on the vessel at anchor offshore for several days. The selection process shall be "Best Value" in accordance with FAR Clause 52.212-02 Evaluation - Commercial Items. All evaluation criteria will be clearly stated in the solicitation. Interested contractors must be registered in the Central Contractor Registration www.ccr.gov (CCR) and complete Online Representations and Certifications (ORCA) at www.bpn.gov. Request for Quotes (RFQ) number 10181AQ683, including all attachments will be posted on www.fbo.gov (FedBizOpps) in approximately 15 days (or less). The RFQ response date has not yet been determined.
