- This announcement is a follow-up to the Sources Sought Synopsis posted June 16, 2010, Reference Number 101714. PRE-SOLICITATION NOTICE for RFP-CMS-2010-0047, APP Number 101714, NAICS Code 446110. The contract period of performance will be a base year with four one-year option periods. This acquisition will be full and open unlimited competition open to all responsive, responsible business concerns. All firms are eligible to submit offers. A single award is anticipated from this solicitation. Organizations interested in responding may visit this website on or after July 16, 2010 to download the solicitation and any attachments. No telephone requests for the solicitation will be accepted. A registration page will be attached to the website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. The scope of this project is to contract for the performance of a monthly nationwide survey of retail community pharmacy prescription drug prices and the generation of publicly available pricing databases. These databases will afford State Medicaid agencies a valid array of covered outpatient drug prices from ingredient costs paid by retail community pharmacies to those prices available to the consumer. Additionally, the Deficit Reduction Act of 2005 (DRA) (P.L., 109-171) set out explicit requirements for firms to be considered for award. Specifically, "(f)(1)(C) Use of Competitive Bidding. In contracting for such services, the Secretary shall competitively bid for an outside vendor that has demonstrated history in: (i) Surveying and determining on a representative nationwide basis, retail prices for ingredient costs of prescription drugs; (ii) Working with retail pharmacies, commercial payers, and States in obtaining and disseminating such price information; and (iii) Collecting and reporting such price information on at least a monthly basis." Only firms that can demonstrate and meet the above requirements will be considered for an award. The entire scope of this work, the requirements, proposal instructions, and evaluation factors will be specifically addressed in the solicitation when issued. NOTE: To be eligible for award, the successful offeror must be registered in the Central Contractor Registration (CCR) (www.ccr.gov).
