Description
This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award. 1.1 LOCATION Warm Springs Dam/Lake Sonoma Project is located in northern Sonoma County, approximately 15 miles northwest of Healdsburg, California and is owned / operated by the U.S. Army Corps of Engineers, San Francisco District. The work site is located at the Don Clausen Fish Hatchery off of Skaggs Springs Road at the following address 3246 Skaggs Springs Road, Geyserville, California, 95441. The fish hatchery is operated under contract with the California Department of Fish and Game. See Sheet 1 for Location Map. 1.2EXISTING FISH REARING FACILITIES Over the last 8 years, critical facilities (rearing & starter tanks, pumps and utilities) dedicated to the rearing of endangered Russian River Coho Salmon have been installed at the Projects Don Clausen Fish Hatchery. There are ten 20-foot diameter x 5-foot rearing tanks and a dozen 3x 4 x 20 starter tanks each with a holding capacity of approximate 9400 gallons and 1350 gallons, respectively. Water supply and effluent piping, as well as incoming electrical power lines are all subterranean. The footprint for the existing facility is approximately 120 feet by 180 feet, which includes space for future improvements. The ground surface at grade is essentially flat and lined with compacted aggregate base material. The existing facilities lack a shelter to provide long-term and reliable protection against adverse weather conditions and predators a shelter that could provide a sound environment year-round for endangered fish species, operators and visitors. Hence, improvements, which are presented in the following section, have been proposed. 1.3PROPOSED IMPROVEMENTS As shown on the preliminary design drawings (2 sheets; WSD-FH-COHO-BLDG-PL1 & PL2) that are provided with this work package, proposed improvements feature a pre-engineered steel-framed metal building to house existing fish rearing facilities, and eventually accommodate future improvements not included in this contract. Future improvements would include additional fish tanks & fish egg incubation trays, office accommodations, and roof solar panels. The new building shall be designed and constructed to accommodate any additional loading from solar panels, should they ever be installed. The new building shall be a clear-span type structure since the existing fish tanks and associated underground piping make it impractical to have interior support columns. Other prominent and required features include the following, in accordance with preliminary design drawings. DIMENSIONS a.120 feet x 180 feet building footprint. b.Approximately 21-foot building height at ridge and 14-foot height at hips. FOUNDATION & FLOOR a.Steel reinforced concrete footings & piers for all support columns. b.Steel reinforced concrete slab (4 thick x 120 feet x 180 feet) cast around existing facilities. Floor drains included under slab. EXTERIOR WALLS a.Exterior grade sheet metal wall panels with painted finish along west, north and east building walls. b.Galvanized, or epoxy coated, chain-link type screening for open-bay type walls along east, south and west building walls. c.Steel skirting along upper portion of walls. d.Electrically powered overhead metal roll-up doors (4 total), exterior type with painted finish, 10-foot height x 10-foot width. e.Exterior steel personnel doors (7 total) with painted finish, 36 x 80 standard dimensions, and two (2) double-swing gates 10 x 10. f.Vinyl sash dual-paned windows throughout four exterior walls (26 total), 4-foot width x 3-foot height (40/30). ROOF a.One on twelve minimum roof pitch. b.Exterior grade sheet metal roof panels with plastic translucent roof panels throughout surface to provide natural lighting. c.24 diameter galvanized wind-turbine vents throughout (12 total), painted to match color of roofing panels. d.Continuous ridge vent. INTERIOR & EXTERIOR LIGHTING a.Exterior, motion sensor type, incandescent lighting fixtures with switch control at each personnel and roll-up door locations(12 total). b.Interior hanging florescent light fixtures (36 total) with switch control at each personnel entry door. AC ELECTRICAL POWER a.200-kilowatt, 480-volt, 3-phase alternating current (AC) power supply with 208/120-volt transformer and distribution circuit breakers in water tight NEMA type enclosure. Pull new conductors thru existing spare 3 diameter PVC underground conduit originating at utility power. 1.4 CONTRACTOR REQUIREMENTS The Contractor shall be tasked with providing final design/shop drawings and specifications suitable for building construction, based on the Governments preliminary drawings and information presented herein. Following Government approval of final plans and specifications, the Contractor shall provide all labor, materials, equipment, and transportation to construct the pre-engineered building in accordance with the approved plans and specifications
