National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Immunology Branch (EIB) plans to procure on a sole source basis the brand name BioVision Imaging System upgrade to include 1) MetaMorph Premier offline license, 2) EXi Blue camera, 3) Emission Flange for Axiovert 200M, 4) Brightfield shutter with adapter, 5) installation and training with BioVision Technologies, Inc., 64 E. Uwchlan Avenue, Exton, PA 19341. The North American Industry Classification System (NAICS) Code for this procurement is 334516 and the business size standard is 500 employees. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Delivery shall be in 30 days upon receipt of purchase order. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The EIB Microscopy and Digital Imaging Facility supports the diverse imaging needs of the NCI and NIH researchers. The purpose of this acquisition is to upgrade the NCI’s government owned multi-probe slide scanning microscope imaging system with a new more sensitive digital CCD camera, upgraded MetaMorph image acquisition software, and optical components that will increase the speed at which high resolution multi-dimensional imaging data can be acquired. The new camera and image acquisition software are 64-bit compatible which is an important upgrade to the system as we can then take advantage of the increase computer memory available with a 64-bit operating system. This is important for many researchers in the EIB that acquire large mosaic image matrices of whole tissue samples and perform quantitative morphometric analysis on the data. The system upgrade will eliminate the time consuming and burdensome restrictions that our existing image configuration imposes. The imaging system upgrade is required for the continuation of ongoing imaging studies. The components must be compatible with existing equipment and be able to function effectively in a 64-bit operating system. The increased speed and sensitivity will allow investigators to acquire high content imaging information and assist in accomplishing their research goals. The salient characteristics that apply to the BioVision Imaging System upgrade are: Must be compatible with government owned multi-probe slide scanning microscope imaging system Updating existing MetaMorph image acquisition and analysis software to a version that runs in a 64-bit operating system An offline version of the MetaMorph software to be used for image analysis on an existing separate 64-bit computer away from the microscope, so that more time is available for image acquisition A CCD camera upgrade to the Q-imaging EXI Blue camera that has the flexibility of multiple readout rates and, thereby, providing the greatest flexibility for multiple imaging modes, such as brightfield DIC and fluorescence. A coupler to connect the new camera to the existing microscope A separate fast shutter for controlling the brightfield light source to increase the speed of acquiring brightfield images The resultant large image files need to be processed and analyzed on a computer with a 64-bit operating system to take advantage of the increased RAM memory. The upgraded imaging system will be integrated and controlled as a single system, and due to its highly technical nature, ongoing support is critical. The controlling image acquisition software (Metamorph) must be configured for proper operation of the new optical components. Specialized expertise in integrating and supporting high-end digital imaging systems is necessary for the NCI’s research, and BioVision offers their full range of expertise in this particular equipment and software. BioVision is a unique integrator of these items, based on the extent of customization required, and the NCI does not know of any other vendor who can provide these particular integration needs. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the Office of Acquisitions at the address stated above on or before 11:00 am ET on July 15, 2010 to Karri Mares, Contract Specialist. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
