- RFQ FORM SF-18 COMBINED SYNOPSIS/SOLICITATION Brand Name or Equal to Modular Process Technology Corp Model #RTP-600S Bench Top System with Pyrometer and TC (I) This is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation and quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA1341-10-RQ-0832DR. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. (IV) This procurement is a total small business set-aside. The associated NAICS code is 334413. The small business size standard is 500. (V) This combined solicitation/synopsis is for the purchase of the following commercial items: CLIN NO. 0001 - Brand Name or Equal to Modular Process Technology Corp Model #RTP-600S Bench Top System with Pyrometer and TC, Qty 1 each, in accordance with the salient characteristics. (VI) Description of requirements is as follows: Salient Characteristics: The minimum requirements for the Rapid Thermal Processor (RTP) system are: • Temperature range from 200-1100°C • Ramp rate of at least 100°C per second • Temperature measurement using both thermocouple and optical pyrometer • Minimum of 2 mass-flow controllers • Computer control and software included • System must be able to accommodate wafers up to 4 inches in diameter (VII) Required delivery 45 days ARO. Place of delivery is 325 Broadway, Bldg.22, Boulder, CO 80305-3328. Delivery shall be FOB Destination quote shall include shipping. Payment Terms are Net-30. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide to completed copy of SF-18 form that is attached to the synopsis. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government on an all or none basis. (a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capability - meeting all the Salient Characteristics, Price, Delivery, and Warranty. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price.
