Description
The US Environmental Protection Agency (EPA), Office of Air and Radiation, Office of Transportation and Air Quality, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, MI has a requirement to add battery testing equipment to the new Cold Test Facility in order to perform new compliance tests. This complete turnkey system will also include installation and commissioning of the Battery Test Equipment described in the Statement of Work and shall comply with all applicable NVFEL standards, National Electric Codes, Local Fire Codes, and OSHA Rules. This procurement will be made using a trade-off analysis to determine the Best Value to the government. The applicable North American industry Classification System (NAICS) Code is 334515, "Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals." This procurement is being procured on a full and open competition basis. The Government's evaluation of proposals will address each offeror's technical ability, work experience, and past performance. Factors will be evaluated using the following scale: Unacceptable: does not meet all requirements of the SOW; Acceptable: meets all minimum requirements of the SOW; and Superior: Exceeds the Government's minimum requirements. Price may not be the deciding factor for purposes of source selection. The solicitation will be released through the internet on the Federal Business Opportunities website www.fbo.gov.
