- PRESOLICITATION NOTICEThe National Park Service (NPS) anticipates soliciting for quotes and awarding a construction purchase order for the rehabilitation of the Apgar Bike Path in Glacier National ParkA) Offerors: All responsible sources may submit a proposal which shall be considered by the National Park Service. Award is not restricted to small businesses. The NAICS code for this acquisition is 237990, the size standard is $33.5M. This project is being solicited and awarded in accordance with the Small Business Competitive Demonstration Program, Public Law 100-656.B) Brief Project Description: 1. Contractor and NPS will jointly walk and mark existing pavement to agree on quantities prior to the start of work.2. Remove and replace approximately 4000 square feet of asphalt paving, two inches +/- thick,replacement paving to meet specification 02777, Bituminous Walks; with existing pacement to be removed by saw cutting edge. Contractor will seal edges with tack coat. Note, this does not involve the full length of path but only elected sections.3. Prune roots at the edge of the paving, as marked, to a depth of 18 inches, contractor will take care to restore topsoil in the trench and leave the site ready for planting. Provide and install root barrier, Bio-Barrier or equal, at locations where roots have been pruned, approximately 2400 linear feet.4. Work cannot begin until after September 6, 2010. During hours of construction contractor shall close the section of path under construction, sections provided below. Contractor will provide for pedestrian and bicycle bypass of the work zones after hours. Sections are: A, Camel Hump to going to the Sun road (~1456 feet); B, Going to the Sun Road to Waste Water Treatment Plant Road (~632 ft); C, Waste Water Treatment Plant Road to Camus Road (~5956); D, Camas Road to School House Road (~664 feet).C) Estimated Price Range: Between $25,000 and $100,000.D) Schedule: All dates are tentative and may change. Issue Request for Proposals July 15, 2010; Proposals due July 30, 2010; Award contract August 5, 2010;E) Solicitation: The NPS anticipates issuing the Request for Quotes (RFQ) in July 2010. The RFQ and future amendments will be available, without charge, through www.fbo.gov. Enter the solicitation number Q1435100131 in the search block. F) Plans and Specifications: The NPS anticipates construction documents will also be available in July 2010. Contractors will be able to obtain an electronic copy of the project specifications and drawings by download through the fbo.gov portal.G) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. H) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors.
