- Attachment J-1 Specifications Attachment J-1 Drawings Solicitation Solicitation is posted. Offerors are advised to review Section L for proposal instructions and Section M evalution factors for award. Site visit is schedule for July 21, 2010 at 10A.M. Central Time at NCTR. The Food and Drug Administration, Jefferson Lab Complex in Jefferson, Arkansas, seeking firms interested in performing the renovation of NCTR building 62. The scope of work consists of renovating approximately 15,000 square feet of an existing building. The new space will consist of laboratories, offices, necropsy/surgery suite, animal rooms, clean/dirty/ corridor, restrooms, break room, freezer room and mechanical penthouse. The new mechanical penthouse is approximately 3,500 square feet metal building constructed over an existing one-story portion of the building. The project will be required to be phased to keep all functions of the non-human primate research functional during the construction period. This project will be constructed in accordance with the USGBC for LEED certification. The base item also consists of Data/Voice cabling infrastructure as specified in the contract drawings and specifications. This procurement will be set aside for Total-Small Business concerns. The applicable North American Industry Classification System (NAICS) code is 236220: Commercial and Institutional Building Construction and the Small Business Size Standard is $33.5 M. The period of performance is 730 calendar days after issuance of the Notice to Proceed. The Magnitude of construction is between $5,000,000 and $10,000,000. The resulting contract will be a firm-fixed price. The anticipated release date of the RFP is on or about June 28, 2010. Drawings and specifications will be available for download on Federal Business Opportunity website when the RFP is issued. Pre-Proposal/Site Visit for interested vendors will be held on site in Jefferson Arkansas approximately 2 weeks after release of the RFP. It is anticipated that source selection will be based on best value (FAR 15.101-1); therefore, proposals will be evaluated on technical merit, past performance and price. Competitive formal source selection procedures will be used in accordance with FAR 15.3.
