- PRESOLICITATION NOTICE (ANNOUNCEMENT) BOSTON NATIONAL HISTORICAL PARK, SUFFOLK COUNTY, BOSTON, MASSACHUSETTS, BOST-088393 This project is located at Faneuil Hall, Boston National Historical Park, Boston, Massachusetts This construction project is reserved solely for a HUBZone Small Business Concern (SBC), which means a small business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. The NAICS CODE for this requirement is 236220 and the Small Business Size Standard is $33.5 million. TITLE OF PROJECT: Develop NPS Transportation and Education Hub at Faneuil Hall GENERAL: The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideassec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Office software, HTML, and/or Adobe PDF. Specifications and drawings will be available in Adobe PDF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation (1443N2011100225) at http://ideasec.nbc.gov or www.fbo.gov. This service is provided for convenience only and does not serve as a guarantee of notification. The anticipated solicitation issue date is July 15, 2010. This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside. ORCA: Offerors are required to have a current Online Representations and Certifications Application (ORCA). ORCA is an on-line system that is located on the Internet site that benefits not only the contractor by allowing him or her to maintain an accurate and complete record, but also the Contracting Officer, as he or she can view an offeror's record. Offerors must register in ORCA in responding to this solicitation. CCR: Offerors are required to have an active registration in Central Contractor Registration (CCR) in order to conduct business with the Federal Government. The website is located at www.bpn.gov/ccr. SOLICITATION NUMBER: 1443N2011100225 PROPOSED SOLICITATION ISSUE DATE: On or about July 15, 2010. PRE-PROPOSAL CONFERENCE AND SITE VISIT: On or about July 22, 2010, starting at 9:00 AM (local time) at Faneuil Hall, Boston National Historical Park, Boston, Massachusetts 1 Faneuil Hall Square, Boston, Massachusetts 02109. PROPOSAL SUBMISSION DATE: On or about August 13, 2010. Proposal receipt date is approximate; the actual date will be established at the time proposal documents are available. Offers will be considered from all responsible and responsive SBA-Certified HUBZone small business concerns (SBCs). LOCATION OF PROJECT: Boston National Historical Park, Faneuil Hall, 1 Faneuil Hall Square, Boston, Massachusetts, 02109. DESCRIPTION: The work of this contract consists of the following: renovation of both the existing Market (ground level) and Basement floors of Faneuil Hall. This work will include, but not be limited to, the following: 1.Selective demolition of interior systems and finishes throughout the lower and Market levels, with main building mechanical, electrical, and plumbing (MEP) systems to remain. Selective removals of the exterior paving and excavation as required for a new basement egress stair and ramp systems. 2.Renovation to the lower level (Basement), including new National Park Service (NPS) offices, new public education space, new public restrooms, and new building storage space. 3.Renovations to the Market level, including a new NPS visitor desk with public information displays, a new NPS retail space and upgrades to lighting and retail tenant core and shell systems. 4.A new interior stair from the Market level to the lower level. 5.Installation of a new egress stair from the lower level, to be located at the exterior side on the north side of the building. Installation of the a new accessible shallow ramp on the south side of the building, to be included as Contract Option A, which will also include alterations to the interior landing and egress stair at the south entrance. 6.Fabrication and installation of exhibit graphic panels, wall maps and directional signage in accordance with provided design drawings, specifications, and graphic standards and artwork. All work is to be performed under a single contract. Site is at Faneuil Hall, which is part of Boston National Historical Park, Boston, Massachusetts. PROJECT MAGNITUDE and PERIOD OF PERFORMANCE for this project is estimated to be in the range of $3,100,000 to $4,100,000. Time for completion will be approximately 420 calendar days. It is anticipated that the contract will be awarded in September 2010, the notice to proceed will be issued in mid-October 2010, with an expected completion date of mid-December 2011. TYPE OF PROCUREMENT: This is a competitive SBA-Certified HUBZone Small Business Concern (SBC) Set-Aside best value (trade-off process) source selection that will be conducted in accordance with the Federal Acquisition Regulation (FAR) Part 15. Offerors will be required to submit a technical proposal, past performance information, and a business/price proposal. The business/price proposal will require offeror's to submit a contract pricing schedule, bid bond, certain Section K representations, certifications, and other statements, and several other items. For this solicitation, all evaluation factors other than price (technical and past performance), when combined, are more important than price. It is anticipated that a firm-fixed price contract will be awarded. All responsible SBA-Certified HUBZone SBCs may submit an offer that will be considered.
